It depends on what is in those 100 pages. So general estimation is 30% - 40% of development time. Or look as past project data - # of QA hrs consumed in each phase of testing. -

If your project requires a test strategy and test plan, then testing begins when you ask your first question about the project even before the requirements are baselined. I suppose what I'm saying is this: Testing begins very early in the software development process.
