A checklist is an organization technique that makes the review process more efficient and often more effective.  Nevertheless, the answer to this question depends on its context.  What is the checklist for?  What is it you wish to review?  A checklist can follow a specific standard that is defined within a company.  It can follow a standard defined by an industry.  It can relate to a single module, to integrated modules, or to a system.  In a previous reponse to this question, Preethi provided a checklist for things one might consider when testing a web GUI.  Yet, this is simply one of many uses of a checklist.
