The simple answer is as it utilises 45 minutes out of 60 minutes so in general the utilazation time is 45 minutes. if u think about avg. utiliazation time then it will be (45/60)*100=75 %.

If it is about scheduling processes nice value comes into picture but when you are talking about threads (LWP) nice value cannot be used. There are APIs to set the thread priorities?to affect scheduling.
