yes,by detemine the nice value we can know the priority of a partcular thread and on the basis of this nice value we can shedule the threads using synchrinising mechanism such as semaphore

If it is about scheduling processes nice value comes into picture but when you are talking about threads (LWP) nice value cannot be used. There are APIs to set the thread priorities to affect scheduling.
