Mutating Trigger Timing

At what trigger timing does mutating trigger error occur?
Is it before/after or both? And is it for row level/statement level OR both?

The mutating error comes when we use a column in our trigger and we want to update it at the same time. It occurs in row level triggers irrespective of the fact whether it is before or after trigger.
