Handlers are group of Package and Procedure which is used in Oracle application to organize the code in PL/SQL form.

Handler provide way to centerlize code so that it can easily develop,manage and debug.

Handler are group of Package and Procedure which is used as Trigger, by calling the name of the trigger as an argument in all procedural application
