If you read the license policy (Terms & Conditions) while installing VUGen, your queries would be answered.

Normally, one can not use VUGen until & unless one have licenses for Controller - Check VUGen for license policy before installing!

There is no need of license for Vugen. The actual license needed for LR is Controller.Controller will be installed in one machine which is licensed and Vugen is  installed in other machines of same network.Vugen is for recording and writing the script.where controller runs the script.

I installed LR 9.5 on XP virtual machine but Controller is not working and following error is encountering "LoadRunner Controller cannot create Vusers. Ensure that your load generators are available and that your scripts are valid."

Could you please suggest some workaround.

Yes you can install LR on Virtual machines.  Don't install LR when you are connected to the VM server thru Remote desktop instead make use of VNC or PcAnywhere to connect to the vm machine and install.
