I think we can do data validation test. Checking the summary results of the reports by writing
SQL query against database.checking the columns, fields, alignments, report look etc. satisfying the report required
specs.Correct me if i am wrong

You need to go to the Related Universe-->Universe Parameters-->Controls tab this controls settings allow you to limit the size of the reulst set and the execution time of queries.

This can be done by applying row level security on CITY object. Create 3 restriction sets that limit access to respective city. Apply each restriction to each user.
