You need to go to the Related Universe-->Universe Parameters-->Controls tab this controls settings allow you to limit the size of the reulst set and the execution time of queries.

Yes, it's too good.But One more thing is there , We can use The @Function (@variable,@Prompt) in the derived Table ,but we can't do the Same thing in the Views.So you can say that these are benefits are in the Derived Tables.

Yes, we can we need to convert the deski (full client) to webi (thin client) using report conversion tool, but not vice-versa (webi to deski)

Strange but not immpossible.You have to create a dataprovider by selecting others-->personal files.Now, you have to create a dummy object and when you are using that?in BO reporting then add that to filter panel and go for query results of dataprovider, then you can take that?and proceed.

This can be done by applying row level security on CITY object. Create 3 restriction sets that limit access to respective city. Apply each restriction to each user.
