I think i should work. if we take that the rocket is at a high altitude, it means its in a low pressure atmosphere or vacuum . If a ''high pressured'' gas released from the rocket, the gas will move...

It is a device that has a flickering light..the light flickering intervals are know and a mark is made on the shaft whose rpm is to be measured..as the mark interrupts the light and based on the calculations the rpm is determined.
