I think that it does not cover the neutral functionality , it only covers the Positive and Negative input conditions.

1) Equivalence class partitioning assumes all members of a partitioned class will have the same impact on a function and this isn't always true.  
2) It is sometimes difficult to identify and partition classes that contain values which will uncover defects downstream in a complex network of interrelated paths.
3) It is sometimes difficult to chose the best representative value within a partitioned class that will uncover defects downstream in a complex network of interrelated paths.
