what u probably meant I guess is "What is bounded and unbounded picklist?"

Bounded: We can't edit the fields. We can only choose the data

Unbounded: we can edit the fields.

InBounded  : It means that user cannot entered values other than specify in drop down

OutBound :   it means that user can enter any vlaues
