What do you mean by Siebel workflows?  Can you take a bunch of emails sent by Outlook and associate them with the contacts in Siebel so you report on the activities?

By workflows, using Outbound communication Manager business service, create request method we can send emails.

First we need to create workflow and under workflow we need to call business service outbound communication manager and for this BS method would be "send message " once we done with workflow we can use multiple way to call workflow like workflow policy, run time event etc.
