High-level Use Case Diagram gives you snap shot for your system and contains many process within it. Low-level Use Case Diagram will describe one process in details with alternative flow, exception and include/exlcude descriptions.

A successful Business analyst have no questions to User in the first phase of gathering requirements unless and until if requirement is ambigious.Once he had the requirements in hand, have to analyse them perfectly and then sit with users with some good questions if any.
