I would ask them to do the following steps.
Step 1. Reset / Restart the Modem.
If no connection then
Step 2. Reset Network Connection / Restart the PC
If not connection then
Step 3. Call up the Internet Service Provider and log a complaint. -
A user can log on to the network but has no internet connection? Explain what could be the problem.

First check the user account's membership in AD
