There is no difference between the two. Perhaps the word potential was adopted as the capacity (force) to do work. The word voltage is perhaps in memory of great scientist "Volts. There is third word also. It is called EMF (Electro Motive Force). It is also same.

I think its when neutral wire has got since your device is not getting neutral it will show voltage on its neutral terminal as well as circuit is incomplete.
