cardinality tells the relationship how many rows from one of the query subjects defined in the relationship are expected to match a row in the query subject on the other side of the relationship.

The cardinality tells Cognos 8 if one of the tables is expected to have more than one matching record in the other (many-to-one relationships), or if a matching record is not required at all (outer joins).
