A firewall could be software or hardware. An example of software is the one that reside on your desktop operating systems like Windows XP. A hardware example is CISCO Pix firewall which is usually connected between your LAN and Internet.

Firewalls usually filter out incoming traffic and not outgoing traffic unless you configure it to do so.
