There are two types of COA's namely the global and operating chart of accounts. The operating chart of accounts refer to localization and the global COA is used for consolidation. Operating COA is used in the country where the operation is happening. This operatiing COA is mapped to the global COA.
Country specific would relate to the operating COA having the rules and regulations like tax, employee benefits etc. of that paticular country.
