Prority for Submodule to Test

While testing you came to known that submodule C contains 150% more defects that other 6 modules.Submodule A has 60% lesses bugs that expected.what should be strategy:

1.Tester should concentrate more on MODULE C because it has more bugs that other modules.

2.tester should concentrate more on MODULE A because it has lesses bugs.

3.Tester should executive a few tests for Submodule C.

4.This much information is insufficient to decide strategy.

Would go with option 4 due to following reasons:

a) The criticality of modules A and C are not known.
b) The severity of the defects logged in A and B are also not known.

Hence we cannot go with testing A or C on priority without the above information.

Option 4.This much information is insufficient to decide strategy. is correct.

Because we of the following reasons:
1. Priority(Business impact) of all 6 modules are not known.
2. Bug status of all 6 modules are not known.
3. Severity of bugs in A and C are not known.
4. Impact of A and C module on the rest of modules are not known.
5. What was the previous test strategy and risk measurements.

My answer is: 

4. This much information is insufficient to decide strategy

My reasons:

1) We don't know how much test effort was originally applied to each of the modules in order to obtain the test results.  For example, perhaps submodule C is said to contain 150 percent more defects because 150 percent more test effort had been applied to it.  Again, not enough information here.

2) We don't know the relatively complexities of each of these modules. 

3) We don't know the relative value that each of these modules have to the organization.  Perhaps module C relates to a functionality that has much more value than module A.  For example, module C may relate to code that could have significant financial ramifications while module A may relate to code that would carry no financial impact.
