We can execute DOS commands from QTP.

SystemUtil.Run "cmd"
Window("nativeclass:=ConsoleWindowClass").Type "cd.."
Window("nativeclass:=ConsoleWindowClass").Type micReturn

Similarly you can exexute your own commands.
Window("nativeclass:=ConsoleWindowClass").Type "your own command"
Window("nativeclass:=ConsoleWindowClass").Type micReturn
