Why we are going for workflow policies rather than runtime events to invoke the workflow process?

Run time events are only applicable in the UI.  However, many times, a business rule needs to be triggered at the business layer regardless of what triggers the event.  This could be an interface operating from another instance.  We had a similar scenario where we tried to invoke the  worfklow process that created Opportunities based on the creation of a new Service Agreement.  The process ran fine during testing, but required to be changed to a Policy because the Service Agreement was created via an integration object.
