you can apply filter with in the designer only. It is the universe designer who can apply global filter so that the amount of data to be returned while running a report can be simplified at the universe level itself.

this sometimes you can call it as Condition also. this can be applied only on classes but not on objects.

select the class---> go to insert ---> condition , apply your condition

the resultant condition will be stored in conditions area. click the filter shaped button at the bottom of the universe objects pane to see the list of all conditions with in the desinger...

Global filter is the option which is there in Format(Main Menu) Filter option: The Filters dialog box allows you to filter the data returned by a variable. There are two types of filters: global (which apply to the whole report) or block-specific (which apply to a specific table crosstab or chart only).
