In any (electronic) device controlling parameter is current it is called current controlled device. eg bilpolar transistor- output current is a function of base current.

In any (electronic) device controlling parameter is voltage it is called voltage controlled device. eg Field effect  transistor- output current is a function of gate voltage.

It depends on the inherent physical mechanism which defines the primary (independent) controlling parameter.

I will like to answer it by taking examples of some devices.
Firstly, I will consider a BJT.In case of BJT the flow of current from collector 2 emitter is controlled by the base current Ib. So BJT is a current controlled device as current in the base controls other device currents.

Next, I will take the example of FET. Here voltage between gate to source is responsible for flow of current from drain 2 source.Here voltage is controlling current, so it is a voltage controlled device.

BJT is the current control device controlled through IB (Base current) by which we can ON or OFF device or the base current is responsible for flowing current from collector to emitter. So due to this current controlled mechanism this is called current controlled device where as
FET or IGBT are Voltage controlled device because their flow off current is controlled by Gate voltage VG . sor due to this type of voltage controlled they are called voltage controlled devices

BJT is a current controlled device, where the base current (Ib) is used to drive the BJT either ON or OFF, whereas, a MOSFET is a voltage controlled device, the gate voltage is used to control the switching activities.
