What is the diff. when Flex mode is mode on and when it is off?

When flex mode is on, reports automatically resizes the parent when the child is resized.

When Fleximode is ON : When the objects present on child is moved against the parent the parent body also moves.

When Fleximode is OFF : When the objects on child is moved against parent it doesnt allow to move outside the parent body.
