that means the same think with every possible fact table to which it can be joined.

It is also called as fixed dimension.It is a dimension which doesnot effect with respect to time.for example if the name of the city is changed from bombay to mumbai,the name will not change from time to time,once the change is done ,The change is permanent.This type of dimensions are called confirmed or fixed dimensions.
