In Base line we don't test full apllication or full module according to the version release we define the base line

e.g. we are testing a mailing server and in first version tester get build of login page and some contents of Inbox so, tester will define the base line instead of non functioning areas of Inbox.

A baseline document is any official document that has gone through an initial approval process and was approved for its intended purpose.   Often, functional requirements and/or technical specifications are the baseline documents used to create test cases once they are approved by respective stakeholders.  Other baseline documents might include work-flow charts and wireframes.

A baseline document is a term used for a document that has been formally reviewed and after likely revision has been accepted in its current form.  It serves as a reliable source of information.  A baseline document cannot be revised until it undergoes another round of review and acceptance.  

Testers use several different kinds of baseline documents to author test cases.  These are:

1) Systems Requirements Specifications
2) Business Requirements Document (a.k.a. Functional Requirements Document)
3) Work-flow Diagrams
4) Wireframes

Each of these are typically baselined and shared in a repository for others to refer to.
