The answer is quite complicated.  the following discussion mainly concentrate on cooling in sub-tropical environment.
 
1. you estimate the cooling loading of the building first. factors like building materials, window feature, orientation of the rooms , heat generating machine in the rooms occupancy (e.g. body heat); occupancy also account for ventilation requirement.

(which is a big part of the loading needed to be addressed. People need fresh air for respiratory. that means hot and wet outdoor air needed to be introduced to indoor. However, this outdoor air needed to be cooled and moisture taken out (latent heat load ) before leting into indoor comfortable environment.), 

when the latent load (mainly by people occupancy) and the sensible load by all temperature rising factors .e.g. human body heat, computer , coffe pot..etc) are estimated. A  more solid picture of the loading requirement can be presented.

2. The next step is to decide and select the type and size of the cooling equipment/system, e.g. refrigerant type or chilled water type. for this discussion. lets say chilled water system.

3. lets say air cooling units are chosen for each locations (e.g. each room) by the local cooling load required estimated in the earlier stage.

4. Chilled water piping system which run through the building like vein in a body is required to be sized and routing designed to allow chilled water to  run from  chiller to  circular through each air cooling unit required.

5. lastly the chillers (a large portion of your money in the A/C bill are feeding these energy monster), a big machine generating a lot of cold water and circulated the whole building by big pump  sets . these machine are normally located on roof top or A/C plant room somewhere in the premises.
