This depends on the performance client requirements. Let us take eg. if you have to test the application for 750 users that will be separated from four geographies then calculate the geographic specific user load and based on that set up the load generators.
In the above case let say after discussion and evaluation it comes out to be one workstation of 1GB Pentium 4 HP that will generate 200 users load. Then you need 4 workstations for work as a load generators and one for Load runner Controller.

Apart from the above please consider the following while going for environment setup.

1. Network speed.
2. Packets transfer speed.
3. Server and application behavior white load testing.
4. Health of workstation, fresh or old workstation, processers used.
