The number of test cases that can be written for a Project totally depends on the complexity and the requirements of the project.  The main concept of the test case should satisfy that all the requirements mentioned in the Requirement document should be covered in the test cases

1) How valuable the project is to key stakeholders in the company
2) How much time there is to test the project
3) The resources devoted to the project--both human and otherwise
4) The requirements of the project
5) The complexity of the project
