Are you sure?because i am not asking about the bug status or open status in bug life cycle.This was the question asked to me in an interview.

when you open an issue for the first filed it is a NEW. it is  being tested by the project manager whether it is geinue issue or not. if it is ageinue issue then the status changes to open.

I think, Open Issue is:

It means 'Known Issue'. Eg: Let us think today is the last date to fix the bugs. time is over still some known issue's are there. There is no sufficient time for fixing. That time we give the build to Client but with some know issues  which are called Open issue. It means it is the bug which is known and existed in the old build as well as new build.....
