when req. is changing continously,risk prone projects, we do extreme prog, first write the test cases n then code according to the t.cases... covering each module...customer r integral part of the project team,& help creating scenario for UAT & system test...Detailed req. spec. is not required... frequent re-scheduling,re-estimating,& re-priortizing is done.

or,prepare an alternate design & test plan,n keep it well documented, rapid prototyping,initial schedule --extra time.(try move new req. to ver. 2 of appln)
