Bullding a test team needs a number of factors to judge. Firstly, you have to consider the compelxity of the application or project that is going to be tested. Next testing time alloted, levels of testing to be performed. With all these parameters in mind you need to decide the skills and experience level of your testers and how many testers.

Test team should posses a good leader with sound knowledge on types of testing unlike a guy with more knowledge in Developement. In testing, A good team with out a Good Lead is always a non sense.
