As per my knowldge, Test plan is hig level information which you plan for the execution of the the QE life cycle. It shoudl normaly contain Resources, Matrix of testing scenario which has to be followed, Entrance and Exit criteria which has to be followed for the execution of the project, Scope of the project, exclusion and inclusion of things to be taken place in the teting cycle, schedule of the projects. These are the main things to be taken care  in the proper TEST plan.

As per my knowledge,

The key element of the testplan is the " test scope "

Because without the scope , there is no use of testing.

Test plan is a document which provides overall direction to all the testing activities. Key element in Test plan is 'schedule'.

The answer to this question depends on so many factors.  For example, if your organization has a Project Manager (PM) that is on top of all of the project's scheduled activities, then the one key element of a Test Plan would not be the Test Schedule because the PM would have this adequately covered and this information is merely redundant in the Test Plan.  However, the ONE element that is most important in a Test Plan is the "Test Scope" (or "Features to be Tested" and "Features not to be Tested").  Only the Test Team is responsible for providing this information.  And it is highly important for all internal and external stakeholders to review this information and provide feedback in order to improve the test effort.  This is expecially true when reasons are provided for areas that won't be tested.  In addition, the Test Scope helps bring greater direction and focus to the test team by identifying what is important to test and what is either not important or untestable.
