In any phase, the sooner we see a defect, the less is the cost spent on rectifying the defect. It becomes a costlier affair in later stages. The best phase is Requirements phase. When the defect is found in later phases, it costs more for its correction.

In the earliee phase as possible the bugs are solved is good. So here its best to solve in the Requirement.

The best time to solve the defect is ?Now?. As soon As possible.

Nobody can tell at what phase the defects comes. As soon as the defect comes, it is better to rectify it as soon as possible. It will help in budget, time constrains and quality.

Requirement phase, as early the bug is detected and solved, it costs less as compared to later stages because there goes various inputs to it which attracts cost.

best time to solve defects is the first stage itself that is requirement stage.
and the last attempt where we can solve a defect is testing stage as that is the bottle neck stage for solving.

Best to solve defects is to find bugs as early as possible i.e. in requirement phase so that the bugs are not multiplied .

The best time to resolve defects is at EVERY stage of the software development process.  For example, if requirements are authored in such a manner as to be inaccurate, unclear, or incomplete, then any effort to code software based on these requirements will cause defects.  There should be peer reviews during the coding stage in order to minimize defects during this stage as well.  The quality of a software product is forged in absolutely every stage of software development, and every moment during this process is the BEST TIME to identify and resolve its defects.

Best to solve a defect is the pase where it is introduced. Better to say as soon as defect is introduced into the system. If the defect is with the requirement it should be solved in the requirement phase. If it is introduced in designing it should be resolved in design phase only.

This will ensure low overall cost of system.

The best time to resolve defects is when they occur. Ambiguities or misunderstanding regarding the purpose, usage or other expectations of the system under development are best uncovered at the requirement stages. Any errors in design and code can only be observed when the artifact is produced.

The Best time to solve defect is at the requirement Phase - by business Analyst, 

plan, design - for developer using static analysis tools and testing phase by testers. 

Defects find at the initial phase at best ( i.e requirement phase) since rectifying at initial phase costs less compared to future phases.

As we are aware, in SDLC later the defects identified, costlier is the Project Delieverable.  Earlier the defect identified & resolved, cheaper is the costing. So, as per the provided option, Best time to resolve the defects is during the Requirement Phase.
