Project Manager has all rights to project verification work.Quality Assurance people can take care of process by setting standards like templates, and setting metrics, etc...Dev Lead will do Code reviews etc...Test Lead can take care of testing process.apart from this peer reviews also takes place.

Common sense!
Simple..One set of test cases may pertain to core/main functionality or feature of an application that has priority over rest of its features/functionality. Therefore that particular test suite (group of test cases) may become more important than the rest! -

Baseline testing are testing standards to be used at the starting point of comparison within the organization.It is a test which is taken before any activity or treatment have occurred. Requirement specification validation is a baseline testing.
