1. 'At New' will work?in loop at statement. 'On change' will work in any loop.2. 'At new' will check the field and proceeding fields, 'On change' will check only the particular field.

Whenever the processing loop finds new record in the internal table the AT NEW get triggered.For this sorted column on which you r looping should be the left most column. ON CHANGE OF command  do the same but the sorted column need not to be the left most column.
