What do you understand by governance and accountabilty?

This is my second time having an interview with the company, but for a lead position rather than a manager trainee position. I am a bit nervous and feel that the only way to "break the ice" is to ask if I can take a tour of the potential area I will be employed for. Being that this is only my 4th professional interview in a 5 year span, is asking to view the plant where I would work, a good idea?
