If we get continuous restart problem then we need to check the RAM whether it is properly inserted or not and we need to check if SMPS is working properly or not.

For windows
1. Try to boot in safe mode...(press F8 while boot screen comes..or try to google it)
2.If it works well... try to restore it with previous condition)
3. IF NOT, move towards hardware checking.
- check the pore cables
- check with other wall outlet
- if it is a Branded PC(like HP DELL etc and in warranty...report to respective company...they will fix it)
- if not then you can proceed with this
* 1st check the CPU cooling fan, is it very hot.....if yes the there may he heating issue with the processor....in that case cu need to remove the CPU fan, clean the VENT and most important, you have to check about the cooling paste, kindly replace the CPU COOLING PASTE.....refix the fan
- try to clear the CMOS memory (how to do that...google it)
IF YOU HAVE EXTRA CMOS BATTERY TRY TO REPLACE THE SAME
- disconnected the every single hardware from motherboard and then clear the CMOS
- then connect only the SMPS, RAM, Processor and it FAN,
- try to boot up from power switch...if works well...proceed with 1 by 1 hardware connection and repeat the same step
- if not... try to change the RAM and proceed like above steps
- still not then try to change the SMPS

Sol:

That should be the issue with RAM it self
Work Around:
1.Check in safe mode F8
2.Last good known condition.
3.Check HDD check and RAM check
4.Motherboard compatibility issue with that OS and drivers.

If this does not work:
If it is HP new PC:
Restart the PC and continuously press F11, there you can restore the PC to it is default settings.
For Dell press F8.
