How is Java considered tamper free?

I read in the properties of java that it is secured as it is tamper free. I would like to know what is tamper free and how it applies to Java?

Actually tamper means any interference to the system which causes damage or any unauthorised access. As in java all are encapsulated inside classes which provides restriction to unauthorised access , which makes the system tamper-proof or tamper-free.
