Citrix will take only one license since license is based on concurrent session.

License taken by the terminal service depends. If the License is Per User based it will take one, If license is per device based it will take two license.

Scenario 1:-
If user access only one application from one device.....?

We first need the windows terminal server license ...(it may be user based or device based)
then we need citrix license ....
then we may or may not require license to the application(its depend on application type )
so totally 2 mandatory , 1 optional

scenario 2:-
if user access single application from multiple devices without logoff

A)If the RDP licenses are configured for user based then
even though user login form the different machines it consume the only single RDP license
and citrix require 2 different licenses.

b)If the RDP licenses are configured for device based then

user consumes 2 RDP licenses and 2 citrix licenses.
