Just download the Oracle software, check memory for 11g R2 - atleast 4 gigs, and 100 gigs of space.
Set the Oracle home and Sid
Run the installer after you unzip the software.
Create the Oracle 11g R2 base and Oracle Home
Run the DB configuration Assistant to create your database.

The question is over 2 years. How can you run windows Compatibility troubleshooter on an Oracle Internal error? It is not possible period. Please revisit Oracle Internal errors documentation at Oracle.com. If there is an installation error; please study and practice how to install Oracle databases on UX and Windows platforms.
