yes possbile to create dataelement witout domain using Build in type and predefined type in the domain level creation opitons.

domain: It describe the technical attrubutes like char or int or flot
data element: it is semantic description of the field label.

Yes, we can create a data element without domain. This is possible by creating data elements with reference to the predefined data types. Alternately, we can opt for the BUILT IN TYPE found beneath the domain at the time of the creation of the data element.
