You can use Import wizard tool (present in complete installation of BO) to import the Report/Universe from development environment to the Production Environment.

Another method that can be used is to save the report (Deski reports only) or Universe on your Local machine after logging into Development and then importing and saving it after logging into Production environment.

The first method of Using Import Wizard is the better one as it fast, accurate, can be used to import any number of Reports/Universe simultaneously and also helps in importing all user groups, permissions, etc along with the report/Universe.
Also in case of some error it shows us the error at the end of the import.

Import wizard is too complicated for this purpose as it contains lot of options and dose not keeps history of migration of reports and universe.
We can use a third party tool called as version manager provided by EBIEXPERTS.Version manager helps in keeping history of migrated stuffs and u can also compare the structure of two versions migrated to check weter they are same or not.Its also very simple and user friendly tool.

With BI 4.0, we cannot anymore use Import Wizard instead we have to use LCM for migrating Reports from one Environment to another. Import Wizard will only be used to migrate reports from One version of BO to another like Reports/Universe from BO XI R1/R2/R3/3.1 to BI 4.0.

LCM (Life Cycle Manager) was introduced with Bo version 3.1 but at that time even Import wizard could do this task hence it was not very much needed.

It will be used to migrate reports from one Environment to another (Dev/Test to Test/Prod) only but within the same version of Business Objects.

If you are using SAP BO 4.0/.1, You can use promotion management tool to send reports/universe from developement environment to production environment.
