This is the point of testing where the product gets stable and no need any further testing. If  you kep on testing after this optimum level has reached, it is waste of hte time and the resource.

Testing is most expensive and importent phase in SDLC(Software Developemet Life Cycle). so the question is how much time of testing to different components to get the highest reliability in a given time, that is called optimal testing strategy. Its a general logic if you exced that testing, it will cost your time which can affect Company and as well as Clients.
