ALTER TABLE table_name
ADD CONSTRAINT table_column_pk PRIMARY KEY (column_name);

It is a table level primary key constraint applied on an existing table.

SELECT TO_CHAR(DOB, 'DD-MM-YYYY')
FROM table_name;
