Let me tell you where exactly it is used and what it does as per my knowledge.

Application library used by OpenOffice.org, an open-source productivity suite; contains the functionality for the component and is written in the OpenOffice.org Basic programming language; used for storing the source code for software add-on components. An OpenOffice.org library is comprised of the XBA file and other configuration files, which specify the contents and user interface elements for the component. The XBA filename corresponds to the module name.

It will also check for the file association errors within your registry.
