Business requirement is a real requirement related to your business. For example: If you want to buy a house, you need to look around for sale houses, then you consider them and buy them. The business requirement here is you have to find the sale houses then  you consider/buy it.

Functional Requirement is something you convert the business requirement to IT Requirements which are able to be implemented.

BA often works on Business Requirement, SA/TA often helps to convert Business Requirements to Functional Requirements.

Business requirements

constitutes a specification of simply what the business wants. this is usually expresses in terms of broad outcomes the business requires, rather than specific funtion the system may performs. specific design elements are usually outside the scope of this document, although design standards may be referenced. Example : ability to add notes to a project plan.

Functional requirements

describes what the system, process or product must do in order to fulfill the business requirement. note that the business requirements often can be broken up into sub- business requirements and many functional requirments. this is also specified as system requirements.
Example : System nust provide the ability to associate notes to aprojecy paln.
