Why can a user create 249 non clustered indexes over a given table as against only one clustered index over a table?

With a clustered index, Adaptive Server sorts rows on an ongoing basis so that their physical order is the same as their logical (indexed) order. Since we can maintain data in any one order only, there can be only one clustered index per table as against 249 non-clustered indexes.

When 1 clustered index is being formed on a table then the values when entered into the table have to be in the same form or there would be an error message whereas nothing of this sort is being used in non clustered index therefore more then 1 could be created.
