It is possible to create a PO with Zero Value

In the item overview check the FR check box so that the PO will get generated with zero value

We can create PO  with Zreo Value if we activate Free Goods (FR) in PO Item Over View.

Yes, it is possible by setting the 'free of charge' indicator in the item overview screen. It is done to monitor the delivery dates of the material.
